Citizenship and European Enlargement: the role of Higher Education

The third HERN seminar was held at the Oud Poelgeest conference hotel, Oegstgeest, Leiden and was hosted by the Centre for Learning in Organisations, School of Educational Sciences, Leiden University. Twenty-two delegates from Bulgaria, the Czech Republic, Latvia, Lithuania, the Netherlands, Poland, Sweden and the UK attended the seminar. The seminar considered citizenship at three levels:
- European level
: contributions at this level will look in particular at questions concerning mobility programmes in higher education and their effective contribution to the creation of cross-border mobility and the creation of employability competencies in European labour markets;
- National level
: contributions at the national level will focus upon issues concerning the contribution of higher education institutions to the social inclusion of minorities, e.g. migrant, ethnic, linguistic and cultural minorities in host societies;
- Regional level
: contributions at the regional level will focus upon questions concerning the contribution of higher education institutions to the vitality of active citizenship in regional and local communities and their contribution to the generation of regional development.
The key tasks for the seminar were to:
- analyse the role of higher education and the development of citizenship in the context of European enlargement;
- compare how higher education in the member and accession countries contributes to the development of citizenship at the European, national and regional and levels;
- contribute an overview of European Union and national policies with reference to the role of higher education in the development of citizenship.
The seminar was organised in two working sessions, each comprising papers and discussion. A Network management meeting was held on the last day.

The seminar concluded with a final session drawing together the outcomes of the working groups. Following the seminar, all HERN partners were invited to participate in an interactive electronic forum to be organised on the basis of the three clusters identified above. HERN-partners were asked to make national policy studies, relevant documents and case-studies available to the moderator.
