• Establishment of a draft constitution and communications framework for the network
• Audit of networks in each country relevant to HE reform
• Audit of case studies in each country relevant to HERN domains and research questions
• Establishment of publicity, website and database frameworks

• Month 1 Network partners will pool information on national and international networks, planned dissemination outlets and known case studies relevant to HE reform and HERN domains.
• Month 2: Each partner will provide UK-USR with key addresses and short case study details of networks and projects of relevance to HERN’s research domains.
• Month 3: SRHE will establish an interactive website for HERN activities. At quarterly intervals the database will be updated.

At the end of this WP the network will have established a clear work programme and exchanged information on decision making procedures, methods of working and existing case studies. A website, mailbase and software protocols will have been established to facilitate effective communication between the partners and other interested parties.
