Workpackage 2: The changing role of HE: contexts, histories and the development of lifelong learning (LLL) through Continuing Education (CE)
Objectives
To analyse the historical and forward looking contextual influences on and implications for HE reform in selected national case studies
To exchange and analyse outcomes of existing CE training projects, with a focus on Latvia
To obtain an analytical overview of national responses to EU policy
To contribute to end of year policy briefing paper for the influence of future policies on CE in Central and Eastern Europe in relation to EU enlargement
Description of work
Month 2: LV will liaise with partners over seminar format, follow up website discussion.and steering group arrangemnents
Month 3
: LV will host a one day seminar and the HERN steering group meeting. Partners will attend and produce seminar papers and presentations for analytical discussion.
Month 4
: UK-SRHE will organise a time-limited website discussion to follow the seminar
Month 5
: partners will prepare a conference paper on HE reform relating to the development of CE and training in Central and Eastern European countries.
Month 13
: partners will circulate a brief guide to policy chapter for the policy document HE Reform, Society and Change: EU enlargement, gender, CE, employment and citizenship.
Deliverables
Seminar papers: "The changing role of HE - contexts and histories", "The development of Latvian CE and training" and "Law of HE establishments: five years of implementation in Latvia"
Report of website discussion to EC and associated networks (month 4)
Conference paper on CE and training in context of HE Reform in Europe (month 5)
Chapter for brief guide to policy - on Employment, access and citizenship (month 13)
Expected results
The workpackage will provide:
policy makers, professionals and academics with comparative, analytical findings about contexts and histories in selected C and EE countries in relation to the changing role of HE and the development of CE and training in relation to European enlargement;
a framework for network participants to consider future research collaborations in the area of CE and training.
